testsuite_flags.in: Add --build-cc option.

* scripts/testsuite_flags.in: Add --build-cc option.
	* testsuite/lib/libstdc++.exp (libstdc++_init): Set cc.  Fix typo
	in previous change.
	(v3_target_compile_as_c): Use cc.
