	* tree.c (build_type_attribute_qual_variant): Likewise.
	(attribute_value_equal): New static helper function.
	(comp_type_attributes): New function.
	(merge_attributes): Use attribute_value_equal for comparison.
	(attribute_list_contained): Likewise.
	* tree.h (comp_type_attributes): New prototype.
