Fix ARM_TARGET2_DWARF_FORMAT for vxworks

	* config/arm/vxworks.h (ARM_TARGET2_DWARF_FORMAT): Adjust to
	DW_EH_PE_pcrel | DW_EH_PE_indirect for RTPs.
