So with the acquisition of Ventana Microsystems by Qualcomm, Daniel, Robin,
Shreya, Raphael and I all work for Qualcomm now and ongoing contributions will
be under that umbrella.
I also realized that Raphael has write-after-approval access, but didn't have a
suitable entry in the MAINTAINERS file. So I updated that as well.

This commit updates a few administrative files in the top-level
directory.
The MAINTAINERS file is updated with new entries for the Algol 68
front-end and the libga68 run-time library.
SECURITY.txt is updated to add libga68 to the list of the other
run-time libraries.

The following adjusts the attribution of the auto-vectorizer area
to say 'vectorizer (+ tree-if-conv)' as approved by the SC.

Today is my last working day at Arm, so this patch switches my
MAINTAINERS entries to my personal email address. (It turns out
that I never updated some of the later entries...oops)
In order to avoid setting false expectations, and to try to avoid
getting in the way, I'm also standing down as an AArch64 maintainer,
effective EOB today. I might still end up reviewing the odd AArch64
patch under global reviewership though, depending on how things go :)

I didn't realize the white spaces in this file was just spaces
and not tabs. This replaces the 2 tabs that I added for the aarch64
port reviewer to be spaces rather than tabs.
Pushed as obvious.
