ccd18ce290 io_uring: Add SPDX id lines to remaining source files 
Some io_uring files are missing SPDX-License-Identifier lines.
Add lines with GPL-2.0 license IDs to these files.

62f666df76 io_uring/eventfd: dedup signalling helpers 
Consolidate io_eventfd_flush_signal() and io_eventfd_signal(). Not much
of a difference for now, but it prepares it for following changes.

200f3abd14 io_uring/eventfd: move eventfd handling to separate file 
This is pretty nicely abstracted already, but let's move it to a separate
file rather than have it in the main io_uring file. With that, we can
also move the io_ev_fd struct and enum out of global scope.
