The meye driver does not use the vb2 framework for streaming
video, instead it implements this in the driver. This is error prone,
and nobody stepped in to convert this driver to that framework.
The hardware is very old, so the decision was made to remove it
altogether.

The dedicated control required by the HEVC support
was removed, and the driver now calculates the value
internally. Remove the ad-hoc documentation as well.

The HEVC HANTRO driver needs to know the number of bits to skip at
the beginning of the slice header.
That is a hardware specific requirement so create a dedicated control
for this purpose.

implemented by the driver.

There are some uAPI stuff that are driver-specific. Add them
to the main media uAPI body.
