drm/xe/pmu: Enable PMU interface



Basic PMU enabling patch. Setup the basic framework
for adding events.

Based on previous versions by Bommu Krishnaiah, Aravind Iddamsetty and
Riana Tauro, using i915 and rapl as reference implementations.
