genirq/msi: Correct kernel-doc in <linux/msi.h>



Eliminate all kernel-doc warnings in <linux/msi.h>:

  - add "struct" to struct kernel-doc headers
  - add missing struct member descriptions or correct typos in them

Fixes these warnings:
