x86/PCI: Replace deprecated EXTRA_CFLAGS with ccflags-y

Update arch/x86/pci/Makefile replacing the deprecated EXTRA_CFLAGS with the
ccflags-y matching recommendation per section 3.7 of
Documentation/kbuild/makefiles.txt.
