Pull fsnotify updates from Jan Kara:

 - fsnotify optimizations to reduce cost of fsnotify when nobody is
   watching

 - fix longstanding wart that system could not be suspended when some
   process was waiting for response to fanotify permission event

 - some spelling fixes
