perf vendor events: Add skx, clx, icx and spr upi bandwidth metric

Add upi_data_receive_bw metric for skylakex, cascadelakex, icelakex
and sapphirerapids. The metric was added to perfmon metrics in:
https://github.com/intel/perfmon/pull/119
