ARM: tegra_defconfig: Enable CONFIG_DEVFREQ_THERMAL



Memory-related Tegra devfreq devices now could be used as a cooling
devices. Enable CONFIG_DEVFREQ_THERMAL by default since this option
enables cooling functionality of the devfreq drivers.
