drm/amd/display: Add scoped mutexes for amdgpu_dm_dhcp



[Why]
Guards automatically release mutex when it goes out of scope making
code easier to follow.

[How]
Replace all use of mutex_lock()/mutex_unlock() with guard(mutex).
