Merge OPP (Operating Performance Points) updates for 6.14 from Viresh
Kumar:

"- Minor cleanups / fixes (Dan Carpenter, Neil Armstrong, and Joe
   Hattori).

 - Implement dev_pm_opp_get_bw (Neil Armstrong).
