arm64: defconfig: enable Qualcomm Bandwidth Monitor 



Enable the Qualcomm Bandwidth Monitor to allow scaling interconnects
depending on bandwidth usage between CPU and memory.  This is used
already on Qualcomm SDM845 SoC.
