Pull rseq fixes from Ingo Molnar:

 - Fix overly spread-out RSEQ concurrency ID allocation pattern that
   regressed certain workloads

 - Fix RSEQ registration syscall behavior on -EFAULT errors when
   CONFIG_DEBUG_RSEQ=y (This debug option is disabled on most
   distributions)
