perf/x86/intel/uncore: Support uncore constraint ranges



Add UNCORE_EVENT_CONSTRAINT_RANGE macro for uncore constraints,
similar to INTEL_EVENT_CONSTRAINT_RANGE, to reduce duplication when
defining consecutive uncore event constraints.

No functional change intended.
