wifi: iwlwifi: replace SUPPRESS_CMD_ERROR_ONCE status bit with a boolean



Convert STATUS_SUPPRESS_CMD_ERROR_ONCE from a status bit to a simple
bool field in struct iwl_trans, as atomicity is not needed.
