net: phy: adin: allow control of Fast Link Down



Add support to allow Fast Link Down (aka "Enhanced link detection") to
be controlled via the ETHTOOL_PHY_FAST_LINK_DOWN tunable.  These PHYs
have this feature enabled by default.
