mm,hugetlb: allocate frozen pages in alloc_buddy_hugetlb_folio

alloc_buddy_hugetlb_folio() allocates a rmappable folio, then strips the
rmappable part and freezes it.  We can simplify all that by allocating
frozen pages directly.
