tracing/osnoise: Replace kmalloc + copy_from_user with memdup_user_nul

Replace kmalloc() followed by copy_from_user() with memdup_user_nul() to
simplify and improve osnoise_cpus_write(). Remove the manual
NUL-termination.

No functional changes intended.
