arm64: dts: rockchip: add Haikou baseboard with RK3588-Q7 SoM



Haikou is a Qseven and μQseven baseboard featuring PCIe, USB3 and a
video connector for a MIPI-DSI/CSI adapter.

This dts is for usage with the RK3588-Q7 SoM Tiger.
