drm/amdgpu: Set noretry default for GC 9.5.0

Browse Source 
Set GC 9.5.0 noretry default as 1 for better performance. It can be
changed by the administrator using amdgpu.noretry=0 or by the user using
HSA_XNACK=1 environment variable.
