powerpc/pseries/cmm: adjust BALLOON_MIGRATE when migrating pages 

Let's properly adjust BALLOON_MIGRATE like the other drivers.

Note that the INFLATE/DEFLATE events are triggered from the core when
enqueueing/dequeueing pages.

This was found by code inspection.
