net: stmmac: dwmac-starfive: Add support for JH7100 SoC



Add a missing quirk to enable support for the StarFive JH7100 SoC.

Additionally, for greater flexibility in operation, allow using the
rgmii-rxid and rgmii-txid phy modes.
