RDMA/core: Remove unused ibdev_printk

The last use of ibdev_printk() was removed in 2019 by
commit b2299e8381 ("RDMA: Delete DEBUG code")

Remove it.

Note: The __ibdev_printk() is still used in the idev_err etc functions
so leave that.
