drm/xe/guc_ct: Cleanup ifdef'ry



Better split CONFIG_DRM_XE_DEBUG and CONFIG_DRM_XE_DEBUG_GUC optional
parts from the main code, creating smaller ct_dead_* and fast_req_*
interfaces.
