fwctl/mlx5: Allow MODIFY_CONG_STATUS command 

MODIFY_CONG_STATUS command is used to enable or disable congestion control
according to a given priority and protocol.

Add MODIFY_CONG_STATUS to the allowed commands under configuration scope.
